The 23rd Session of Chinese-Russian Nuclear Subcommittee took place in Nizhny Novgorod on 19 July within the framework of the Committee on preparation of regular China-Russia summits. 
Zhang Kejian, Chairman of the China Atomic Energy Authority, and Aleksey Likhachev, ROSATOM Director General, are the Committee Cochairmen.

The Session participants summarized the year outcomes of the cooperation in the implementation of the package agreements signed during the state visit of Russian President Vladimir Putin to China in June 2018. The Parties share the opinion that the work continues successfully and frequently ahead of schedule.
Within an unprecedentedly short period, radionuclide thermal units for the Chinese Lunar Exploration Program were supplied to China in October 2018. All the implementation contracts for CFR600 Chinese demonstration fast reactor project were singed and the project practical implementation is now in progress. Signing of a whole range of the implementation contracts for units 7 and 8 at Tianwan NPP as well as units 3 and 4 at Suydapu NPP has been arranged for.
The preschedule commissioning of Units 3 and 4 for commercial operation marks a significant milestone. 
Taking into account the achieved progress, the Parties agreed to study the possibilities for extending the existing agenda of their cooperation based on Mutual Statement made by the Head of the Government of the People's Republic of China and the Head of the Government of the Russian Federation on the development of the strategic cooperation in peaceful use of atomic energy on 7 November 2016. Aleksey Likhachev and Zhang Kejian signed a memorandum confirming the outcomes of the completed work and areas of further nuclear power cooperation between China and Russia. The Parties also signed a contract for fuel supplies to power units 7 and 8 at Tianwan NPP. The entire legal frame required for the commencement of the project implementation has been completed.
The Parties held constructive dialogues in a businesslike atmosphere of mutual trust typical for meetings between CAEA and ROSATOM.
