Egyptian Branch Office of RosSEM Trust LLC (part of ROSATOM’s Engineering Division, which is general designer and general contractor of El-Dabaa NPP in the Arab Republic of Egypt) has started large-scale recruitment of local specialists for the vacancies of concrete workers, rebar fitters and steel and reinforced concrete structures installation fitters.
Currently, 860 people have been selected from 1322 candidates, and until the end of the year, 1000 Egyptian workers will be employed.
“The Ministry of Manpower and Immigration of Egypt is helping us in the organization of the workers recruitment. They provided us with an office in the premises of the Ministry close to El-Dabaa NPP construction site. Our HR service holds interviews and assesses the professional level of the candidates. At the end of first quarter of 2023, we are planning to open our own center for assessment and training of construction personnel, where candidates will be selected. In 2023, we are planning to recruit about 2000 local specialists”, said Oleg Borodin, General Director of RosSEM Trust LLC.

Local personnel selection is arranged in three stages. The first level is theoretical, when the candidates’ proficiency is checked, as well as their knowledge of construction terminology and requirements of occupational safety (about 20% of the candidates are rejected at this stage); the second level is the assessment of the practical skills, the candidates demonstrate their ability to handle electrical and mechanical tools; and at the last stage, the applicants must assemble a reinforcement frame according to the drawing. The selected Egyptian specialists are employed in RosSEM Trust LLC in workers’ positions and are assigned the first or second qualification grade.
Currently, other subsidiary construction companies of the Engineering Division are deploying their facilities at El-Dabaa NPP construction site, and in the near future will also start large-scale recruitment of working personnel. It is expected that about 30 thousand employees will be working at the site during the peak period of construction.

El Dabaa NPP is the first nuclear power plant in Egypt which will be built in the city of El Dabaa, Matrouh province, on the Mediterranean coast, approximately 300 km North-West of Cairo. The NPP will consist of four power units, 1200 MW each, with VVER-1200 reactors (pressurized water reactor) of III+ generation. This is the newest generation technology which has references and is already operating successfully. There are four operational power units of this generation: two reactors at Novovoronezh NPP and two - at Leningrad NPP. Outside Russia, one power unit of Belarus NPP with VVER-1200 reactor was connected to the grid in November 2020.
The NPP is being constructed in accordance with the package of contracts which entered into force on December 11, 2017. In accordance with the contractual obligations, the Russian party will not only construct the power plant but will also supply nuclear fuel for the whole life cycle of the NPP and will provide assistance to the Egyptian partners in training of the personnel and support of operation and service during the first 10 years of its operation. Under a separate agreement, the Russian party will build a special storage and will supply containers for storing spent nuclear fuel.
Russia is consistently developing international relations with partner countries. In January 2021, Agreement between the Russian Federation and the Arab Republic of Egypt on Comprehensive Partnership and Strategic Cooperation entered into force. Among other things, the agreement concentrates on infrastructural facilities, especially in the field of nuclear energy and other types of energy. Besides, Egypt is planning to join BRICS economic union. All these factors attach particular importance to the consistent implementation of El-Dabaa NPP construction project.
